Social Security Corporation (SSC): Toward Coverage Expansion and a More Adequate, Equitable and Sustainable PensionSystem”

The paper provides an overview of the challenges and opportunities in Jordan to expand and improve social security coverage in an equitable and financially sustainable manner.




Mr. Musa Awni Al-Saket - Moderator 

Born in 1973, holds a Master of Business Administration (MBA) in Creative Management "Creative Leadership" from "Steinbas" University in Berlin and a Bachelor's degree in Industrial Engineering in Economics from Boston University in the United States.

He is also a columnist in the Al Ghad newspaper writing about Industry and Economics. Musa is the Vice-Chairman of Alia Group that owns and operates an industrial Company and a Contracting Company.

Mr. Al Saket is also the Chairman and founder of Hayat FM a leading FM radio in Jordan that has a big listener base and followers on social media. He is also the founder and Chairman of Hayat Educational Fund, an NGO fund that was founded in 2010 that helps underprivileged students living in Jordan continue their education in Jordanian Universities. He spent 14 years as an elected board member at the Chamber of Industry and was the founder of the “Made in Jordan Campaign”

Mr. Al Saket sits on various boards, and is the Honorary Consul of the United Republic of Comoros.

Ms. Montserrat Pallares-Miralles

Montserrat Pallares-Miralles is a Senior Social Protection Specialist (Social Insurance Economist), currently in the Social Protection and Jobs MENA (Middle East and North Africa) unit at the World Bank, in Washington DC. She graduated from the Central University of Economics, Political Science, and Sociology of Barcelona, Spain, in 1991, and received specialized training in various Universities of France, and the USA. She has more than 25 years of professional experience in the fields of economics, education, and social and economic research, particularly on the topic of social insurance, and pensions. Since 2001 she has provided capacity building, knowledge transfer, and policy analysis and dialogue on social insurance, pensions and related areas on  population ageing in more than 80 countries worldwide, particularly in the regions of Latin America, the Middle East, Africa, and a few countries in Europe, and Asia.

Professor Zafiris Tzannatos

Senior Consultant for Strategy and Policy based in Jordan and a Fellow of the Lebanese Center for Policy Studies in Lebanon, a previous Professor and Chair of the Economics Department at the American University of Beirut, He has served as an Advisor to Managing Director of the World Bank and was also Manager for Social Protection in the MENA region as well as Leader of the Global Child Labor Program that he initiated.
He has held academic, research and honorary positions in several universities in the UK, he is also referee to many publishing houses, academic, and policy journals, He has many publications in areas such as development strategy, labor economics, gender and child labor, and other fields.

H.E. Samir Murad

A business and social entrepreneur and public servant dedicated to youth development, education, employability, and responsible citizenship. He is a former Minister of Labor and a former Senator. 
He earned his Bachelor’s degree in Management in Electrical Engineering from the United Kingdom.
Currently serves on Boards of many profits and non-profit organizations; Chairman of the Electricity Distribution Co, Vice-Chairman of MedGulf Ins Co, Board member; Societe General Bank Jordan, Zara Holdings, and Generations for Peace. He previously served on as Chairman of “Jordan Education for Employment” , and the boards of INJAZ, EDAMA, as well as a Founder and member of Jordan Strategy Forum.

Dr. Hazim Rahahleh

Director General of Social Security Corporation (SSC) in Jordan.His areas of expertise focus on protection policies, social security, and fiscal reforms.

Prior to social security, Al-Rahahleh worked at the Ministry of Finance in Jordan,the Ministry of Economy and Commerce in Qatar,the Supreme Economic Council and the Economic Cities Authority in Saudi Arabia.He also worked for Social Security as an economic advisor to the director generaland was among the core team that undertook the reform of the Jordan’s social security system in 2010.He also chaired the national economic team for assessing the privatization policy in Jordan.Hazim Rahahleh holds a Ph.D. in Economics from Darmstadt University of Technology/ Germany (2005).
